Recommended waiting until attorneys have had opportunity to review from all legal aspects on both of the Overlay Plans and consider EAR amendments only tonight, Transportation and Capital Improvement Element.

Meeting officially called to order at 6:35 PM.

Evaluation & Appraisal Policy Discussion – EAR Recommendations

-- Ms. Marina Pennington on Capital Improvement Element changes discussed. Policy 846 and 847 (page 5) Mr. Ganus asked about the format of new draft , color coding not correct, how do commissioners know what is what?

Mr. Ganus – Capital Improvement Plan questions -- Asked that Mr. Matheny furnish P&Z Members when items are updated – all updated information.

Transportation Element – Ms. Pennington explanation and discussion

Mr. Yerkes, Transportation Element questions

Mr. Matheny – Co. has been awarded bike ped grant/ Capital Regional Transportation

Mr. Allen -- Joe Adams Road – sidewalk/antique light poles

Mr. Ganus on Policy 8.3.1 and 8.3.2 of Capital Improvement Element (Infrastructure Element Policy 4.6.1) Gadsden Co. Stormwater manual has also not been updated

Mr. Yerkes – changes that have or have not been made?? How does the Commission or public know what is correct/updated.

Matheny cannot be corrected in a short period of time. Will take years – two elements involved – money/staff

Critical issue – County must adopt zoning map, doesn’t have one –critical, needs to be done next for Land Development Code, the Land Use Map and then the Comp Plan.

Ms. Pennington will have both elements to the P&Z staff in packages that will be sent out to them Monday

The public hearing is being scheduled for 10/21/10 on EAR amendments only. The two area plans will not be included 10/21, they will be at a later date.
