3. Proposal Review

                 a. Review of GCHD Mobile Van Proposal Request for Funding

 

                Pilot Project Proposal – Sarah Hinson

           Joy Anderson – inquired of questions on fuel.

 

Project Scope – Fred Dudley – change is to what is the demand

Are residents willing to accept care in a mobile unit (discussion maybe it should be are)

Rhonda White we are proposing that you put a team to together.

 

Dudley- question regarding insurance.

 

Anderson - Health Tech would it be the driver? I still don’t see a place for resource person, so this person would do eligibility screening.

 

Battles – With mobile unit in community they could address High Blood Pressure; they don’t have money or insurance, why someone couldn’t be on the van for screening or help them to apply for Medicaid.

 

Hinson- You have to be registered

 

Anderson – I see it as an asset, they don’t have assistance, that’s why you have a lot that are eligible.

 

Pouncey – Social Worker intern from University could assist.

 

Battles – there are so many people out there without any help.

 

Dudley – We need a line item for contingency, this program can be so successful we need extra set of hands $6,000- $10,000

 

Anderson – NFMC would you like to be on mobile unit?

 

Jeff Lawson – No, what we were proposing was the travel voucher they could come and be seen, if they weren’t able to pay County would be able to pay out their funds that they have. Sliding scale fee: $15 per co pay

 

Dudley – I like the idea of us plugging prospective revenue, you have to drive van (6 hours a day) how many patients a day – 12. Our projected would be 10.

 

Battles – Advertising is in important, so days you could be overflowing.

 

Dudley – why don’t we say our minimum is 10- 12 a day.Average reimbursement rate – 130

Dudley – Take Jeff’s recommendation

 

Pouncey – in support of health care tech; start with largest group in the beginning.

 

Battles – who’s going to find the figures for those not insured?

 

Anderson – Once they get coverage, they come to the doctor.

 

Anderson – Do you foresee this is money that is going to be given to the health council, sustainability; the money on the front side is coming for someone else for the future.

 

Anderson – Are we going to use this as a reserve?

 

Lawson – If you don’t generate revenue, the money will be gone.

 

Dudley – What happens after a year?

 

Pouncey – Community Health Outreach –that’s why they get the data.

 

Dudley – is there a demand for other health care or wrap around services via a mobile unit.

(What are you talking about – expansion.)

 

Pouncey – What will happen to people that don’t have Medicaid.

 

Lawson – Access Program revenue, there will be some that won’t have coverage

Dudley – Let’s be realistic, offset for 2nd year.

 

Does HIPPA allow providers to share information?

EMS – Ambulance (Tommy Baker) - $89,000

Pouncey – We need preventive care.

White – you can’t build program on one time money

Rhonda White -What is the uncompensated care is?

 

Proposal #3

 Jimmie Griffin – Diabetes $200,000 Second Suggestion: Diabetes Nurse -$50,000; Nutritionist -$50,000 = $100,000 – No

 

Proposal #4

 Havana Learning Center – Lillian Johnson (Research Muscle) - No

Jeff Lawson left at this juncture of the meeting.

DuPont – would you park in different spots around the county? What’s the action plan?

Hinson - It’s based on clients that haven’t had services.

DuPont – Are you going into municipalities or unincorporated areas

Battles – When we do locations, can I work on that committee?

 

4.  Finalize and Agree on Proposals – Proposal # 1, Ambulance, Lawson (NFMC) Sliding
