Chair Sheffield called the meeting to order.

               Motion w/necessary corrections: Allen/ Ganus 11-0  approved

5.)    Presentation of Gadsden County Bicycle and Pedestrian Plan News Letter (Jon Sewell, Project Manager, Kimley – Horn) Attachment 2  

 

Mr. Sewell addressed the Board concerning the Bicycle & Pedestrian Facilities Master Plan. He discussed the project newsletter. He said it was posted all over the County. The main reason for the newsletter is to inform the community. Come to workshop and meet with the public and priorities items that will be used to develop the final master plan, such as: safe routes t schools, bicycle and pedestrian facilities, blue ways facilities (canoeing, kayak, etc.) mountain biking facilities, way finding signage concepts & policy recommendations. Gadsden is a beautiful County, is Gadsden County capitalizing on that beauty? Master Plan Vision, He referenced Project Newsletter #1, Way finding Signage Concepts, Preliminary Recommendations

6.)    Ear –based Amendments Update Report (Jon Sewell, Project Manager, Kimley-Horn, Merle Bishop, Kimley - Horn)  

 

Jon Sewell addressed the Commission and introduced Merle Bishop of Kimley Horn to help present the presentation on EAR Amendments. Gadsden County  EAR Amendments Completed Task, EAR Amendments – Next Steps, Gadsden

 

Questions:

Ganus  - I thought we completed all the EAR Amendments, where these items in our list

to be addressed?

Merle Bishop - By large the recommendations where good, but there were some that 

needed clarification. (He gave examples)

Sewell  - There are some things that aren’t required now with the passing HB 7207

Matheny – Do we want to keep some of those things? We are bringing it back as an 

Option.

Sewell -You required putting in Comp Plan & knowing it’s not required we will address.

Ganus – Is there any requirement that we have to move it.

Sewell -More movement are moving to keep in.

 

Workshop would be next step:

7.)    Project Advisory Committee Announcement (Jon Sewell, Project Manager, Kimley – Horn)  

Matheny – One person from each of five districts and the mining districts. We want an extra committee to advise us. We took it to BCC and they said kick back to P& Z and let you decide.

Who should be on it & should they have special qualifications.

 

Questions:

Sewell- I think it should be some members from P&Z.

Tranchand – You already had someone Ed & I to serve on the Advisory Committee.

Matheny – I will take these two names back to BCC: 

Ganus – Get recommendations from District 1 and 5

Volunteers - Will Benedict

Rudd – Gadsden use to be identified by agricultural. I heard you mentioned mining, what kind of reputation do we want in Gadsden County.

Motion that we send names of  Tranchand & Allen to BCC for consideration Project Advisory add for them to submit additional names from District 1 and District 5 & invite we invite someone for Farm Bureau: Ganus/  Allen 11-0

8.)    Special Area Plan Update (Jon Sewell, Kimley-Horn)

9.)    Introduction of New At-Large Planning Commissioner (Anthony Matheny, Gadsden County Planning and Community Development Director) Regina Davis

10.) Introduction of New School Board Representative (Anthony Matheny, Gadsden County Planning and Community Development Director) Isaac Simmons

11.) Public Comment   

                    Marion Lasley - BCC wanted someone for each district.

 

Other Concerns: Matheny

·         Large Scale Amendment – Pat Thomas Law Academy  coming up

·         Small Changes to the Comp Plan

Ganus – We need to elect Chairman and Co – Chair
