6.        EAR –BASED AMENDMENTS WORKSHOP  (Jon Sewell, Project Manager, Kimley – Horn)  

 

Commissioner Ganus said they would hold public comment to the end of each section.

 

Matheny addressed Commission with brief history on the EAR – BASED AMENDMENTS. He said they saw some things that need tweaking and updating. Advisory Committee discussion the recommendations of P&Z didn’t work well with the Board, but due to the time constraints he and Administrator decided to use the P&Z members, which are already appointed.

 

Ganus – We are not discussing mining and special area plans.

 

John Sewell – Schedule of Events:  (tonight) Workshop to discuss Ear – Based amendments, Planning Commission Workshops for Special Area Plans, Merge Special Area Plans into EAR-Based amendments drafts, Workshops and Public Hearings.

 

Schedule of Events

·         Special Area Plan Workshop (2) Special Area Plans for US 90 East and Lake Talquin area

-          Recommendations, boundaries and mining uses

·         Dates

-          March 15th

-          April 12th

·         Recommendations will be incorporated into EAR – Based amendments

June 19 – BOCC Workshop

Merle Bishop – addressed the Board.

Future Land Use Element (FLUE)

·         Update target dates for most policies with dates

·         Define and add a “high density” residential category (Policies 1.1.5 and 1.1.15)

·         Clarify policy regarding large undeveloped subdivision (Policy 1.1.16)

·         Determine if Urban Service Boundaries (USB) overlay wil be included in the FLUE (Obj. 1.15)

·         Revise the list of “rural community/neighborhood: plans (Policy 1.15.2)

·         Review the policies under Objective 1.16 regarding energy-efficient land use patterns and reduction of greenhouse gas emissions.

They entertained various questions:

Sewell – Leave it in or modify or remove (page 28)

Vanlandingham – Visit as needed

Bishop – Area that will be studied ,move to different plan. Make new policy.

Ganus – will it still have objectives

Sewell –

Matheny – Take back and rewrite if we ever need that will be a policy. We will tweak it and bring back.

Bishop – no longer required, but good policies (Objective 1.16) You have option to remove, his suggestion was to keep and reword.

Matheny – Solar Farm, tweak to that project, recommended they keep

Consensus of Board to keep

Marion Lasley – will maps be included, that relates to data and analysis.

Sewell – no probably next workshop

Allen – Page 16 (policy 1.7.3) portion you may have left out Lake Talquin and Lake Yvette, Tallavana

Matheny – we can add

Bishop – DPA requirement

 

Transportation Element

·         Update target dates

·         Reword Policy 2.4.2 to remove the term “inadequate” –Consensus to agree with

·         Revise Objective 2.6 to establish a “multi-modal transportation network: referenced in Policies 2.6.2 and 2.6.7.

 

Public Comment - None

   Housing Element

·         Revise policy 3.1.9 to replace “methodology” with “strategy” – Consensus to agree with

·         Review Objective 3.10 and subsequent policies regarding energy efficiency – Consensus to agree to keep

Marion Lasley – what is the Policy on page 2, 3.1010(What is accessory housing)

   Infrastructure Element

·         Update target dates

·         Consider defining “accessible” for municipal or central water (Policy 4.2 (B))

·         Better identify the need for long-term solid waste disposal needs (Polices 4.2 (D) and4.8.3)

·         Separate sanitary sewer systems and solid waste into separate policies (Policy 4.4.1)

·         Clarify Policy 4.10.0 regarding road grades

·         Add a policy the identifies the Stormwater Master Plan referenced in Policies 4.10.8 an 4.10.90

 

Bishop – Some areas you need to get with contact Public Works for clarification.

Ganus – in old comp plan,  (add back in)

 

Public Comment

Darrin Taylor – Policy 4.5.8 – Is the term environmentally sensitive land defines.

Sewell – It’s on Map Series

Allen – He thinks it was added in the conservation element. Question on 4.5.1(maybe 200ft)

Ganus – distance requirement

Bishop – State requirement is 100ft, you guys wanted to be more stricter.

Matheny can be changed to 200 in both elements – double check and make consistent throughout (the advance system and 200ft)

   Recreation and Open Space Element

·         Update target date

·         Clarify Policy 6.4.2 regarding buffer standards for parks

·         Revise Policy 6.4.2 to clarify the use of joint use plans with private facility providers

·         Ensure consistent reference to the “Parks & Recreation Master Plan” ( Policy 6.3.1 and 6.5.1)

Public comment – None

  Conservation Element

·         Revise Policy 5.2.20 to distinguish level of protection for various land forms.

·         Provide a reference to the Land Development Regulations (Policy 5.2.20)

·         Consider adding a separate policy that addresses “unmapped environmentally sensitive lands.”

·         Review Objective 5.9 and subsequent policies regarding the reduction of greenhouse gas emissions.

Matheny – suggestion to keep 5.9

Ganus – 5.6.3 will it be accomplished by the end of year concerning the mining policies

Darrin Taylor – 5.2.20 -  One issue seen throughout state is that they are very general, at the same time relay on state permitting. He asked to make sure they are consistent.

Lasley – Concerns are maps, data & analysis, we need to have new wetland maps, etc. real vague in current comp plan.

Allen – 5.4.3 – He thought they added: Must comply with recommendations.

Matheny – I think they agree to added

  Intergovernmental Coordination Element

·         Change target dates

·         Consider including a distance measurement to ensue uniform interpretation of “affected local governing body.”

·         Consider adding a policy regarding and intergovernmental workshop requirement

·         Consider adding a policy regarding annexations.

·         Consider adding 7.4.5 and 6

Bishop – Intergovernmental Workshop (suggestion) add 7.1.17, page 6 7.4.5

Matheny – 7.1.18 – suggestion to add

Taylor – Environmental Appraisal Report is very expensive to save local governments money – give local governments flexibility.

Ganus – this EAR was due 2 years ago, are we on old or new plan.

Matheny – We are all still getting familiar with it, would not want to give an answer without the County Attorney.

Sewell – Will make job easier for the BCC Board.

Public Comments:

Marion Lasley – Zoning Map, what would be required and is it based on the actual land use of the property. Do we have an existing land use map.

Bishop –  No, They only have a Future Land Use Map, Zoning Map is not apart of this document.  Zoning Map basically consistent with Future Land Use Plan.  Zoning is subsection, immediate uses would be.

Sewell – It’s an option you all have, if you want to create Zoning Districts once you have finished this.  You can breakdown in much more detail. The new legislation it removes state review of your comp plan, you can zoning change (map) through the local decision.

VanLandingham – we want it to correct some of the mistakes on Future Land Use Map.

Consensus – We would like to look at options

Capital Improvements Element – No changes recommended

7.        SPECIAL AREA PLAN ADVISORY COMMITTEE UPDATE (Jon Sewell, Project Manager, Kimley – Horn)

8.        BICYCLE AND PEDESTRIAN MASTER PLAN UPDATE (Jon Sewell, Project Manager, Kimley- Horn)  - Public Meeting , Jan. 16, 2012 will come back with recommendations
