Mr.
McMillan called meeting to order. He thanked Working Group for the effort they
have put in.

Dudley inquired about reallocating funds.
Mr. Lawson
said no. He said the Health Council drew
up plan.
Meeting Minutes – Dudley/Suber approved 5-0
Attorney Mike Glazer Updates:
Update on Medicaid monies. $1.94 Contract between County and Medicaid.
Resolution in support Dudley/Suber 5-0
Ashford - Lawsuit. History when hospital was shut down by ACHA.
They sued county and trust fund, shortly after they went into the
bankruptcy. Creditor Committee is trying
to resurrect case. They have shot and loss. He said they would take to BCC to
see which direction they would like to go in. Recommendation is that we
threaten to sue.
October 2, 2012(BCC) - Periodical Presentation on the State of the Hospital. His name is
Bryan Cook.

Mrs. Hinson
gave overview. She there was questions on residents of Gadsden County.
Suggestion:
Fred Dudley – recommendation to add the language stated on how the monies came
about.
Questions: Eligibility, how people would be effected
Add wording @ least 2 required ( on residents of Gadsden County.)
Add: I attest: non – residents are ineligible.
Add: length to name box; shorten social security
Add: requirement @ least two.
Add: Add word Administrator and line to the end of Residency Form;
Gadsden CHD Indigent Care Program.
Add: FL Driver License, FL Identification Card

Mr.
McMillan asked how long would the $200,000 visit do you think it could cover.
Joy
Anderson- 4,000-5,000 Dr’s visit. It depends on how popular the program
because. At least 6 months.
Mr.
McMillan asked would they point people in the direction of the different
indigent programs.
Mr. Kissler
added they would be looking at different programs, patient navigation. He said
they tried to stick to direct services and keep service down.
Mr.
McMillan asked about Hispanics purchasing insurance.
Mr. Pouncey
a lot of them can’t afford, but they will sign up through ACCESS. She spoke in
support of legal residents, but that they don’t have citizenship.
Mr. Dudley
asked would they give summary and financial summary criteria.
Mr. Kissler
he said they would market that this is a temporary program.
Motion: Whitehead/ James 5-0 to support program
for the Gadsden County Indigent Health Care Plan Financial Assistance Program,
Eligibility Guidelines and Procedures.

Council) tentative date.
Kissler –
will send email with updates & notify what Health Council has decided for
meeting date.
