GADSDEN COUNTY INDIGENT
CARE HEALTH PLAN Mr. Lawson, here to present plan funds available Utilize funds. Howard McKinnon, Chair of Gadsden County Health Counsel Fred Dudley McKinnon, asked to get together Joint meeting have worked diligently Would like to make that point Set good process in place people have vetted and put into This recommendation certainly hold $ used for indigent care. Mr. Dudley. Interesting process We actually viewed mobile unit and talked about shering costs so can provide mobile service. We came to this plan only have $286,000 when gone, gone. We chose not to invest in equipt. Staffing, put all $ into indigent health care in county. Bad news no more $ when gone. Hope you invite us back. Some advocate McKinnon introduce Eric Kissler, Joey Anderson, Arrie Battle, Good news, we have applications, if approved today ready to go this afternoon. At point, lot of great ideas, good group in county. We have had relatives, one doctor’s visit First question that it fulfilled, covered citizens Plan will give Medicaid rate for doctor visits. Eligibility default, one group had in place. Go strictly to health care . Great thing keeps out of emergency room, out of ambulances, goint o doctor Important part giving human right of health care to citizens. Basically looking. If make mortgage payment, keep job, Sad cases, living or dieing. Plan we came up with. Help doctors. Think great program, is short term, best part, can start here and now. Lamb After funds what then Kissler limited fund in process of getting to doctors offices, different options available. Education campaign. One of reasons Lamb- Kissler new program specific pot Lamb Kissler Lamb Kissler cost of Lamb any funds used for administrative costs Kissler yes Holt Quick, give skinny on this Kissler We will have time where physicians can come over, fax in when person comes need ID, couple of forms other way, preapproved fill out paperwork, in packet Holt no problem, locations Croley I applaud, thank you. Senator Dudley Dudley Croley what saying is, I have gotten infor Hospital board did support plan until Dudley, don’t know if true or not. Just met new administrator for first time. We approved this plan. Wasn’t aware, did not come through working group. Door always open, Can tell you hi Croley Clerk, money is from ½ cent indigent sales tax. Most $ diverted away. Portion left split between CRMC & health dept. 4 that came in , not used. We think should be used for indigent care. This was indigient care ordinance. Why they have strong interest in $ Croley Clerk several pots of money this is ½ cent indigent sale tax Why specifically telling what $ can be used for Taylor Morgan – did want to mention individuals volunteered how long and how relates to indigent care plan. Unspent funds that Judge allocated are those remaining dollars available, however atty indicated we need to revisit Taylor Morgan is this something that is short term expenditure rather than long term Where funds come from Question is this recommendation, solution, is this best use of funds. McKinnon This is best use of funds, limited. Reason it does, will address very important need of citizens. Working group vetted this. Took while. Discussed same issues. Best way to spend money, know will run out will do lot of good for lot of people Morgan McKinnon Kissler is deman and usage, around 6-9 months. Morgan move ffor approval Lamb funds used for whoe of Gadsden county McKinnon Lamb McKinnon Quite a deal, appreciate health department diving Lamb McKinnon Holt offering of service also one point ½ indigent tax continues to help who cant help themselves. Look Taylor I hear majority want to make statement. Things to consider. We come back and discuss between 2 entities. Last meeting, more services. Bring in more specialists, $ stay here in county. That concept more long term than 6-9 months. Providing indigent care important. Hate to get started on program and each year looking for $. Looking to be fiscally smart, business smart. How to fund. Get more specialists here, Want you to understand, 9 months verse Had to voice opinion. Morgan valid concern why asked question Move for approval Holt second Vote 4-1 Taylor opposed Holt Taylor citizens voiced opinion. Thought to open hospital. Citizens upon voting thought was to open hospital Holt Taylor Lawson. Added 9-A CRMC would get $ back. Since that time and reason added, time sensitive issue. $35,124 2011-2012 CRMC wants to take advantage. However obligation from county won’t exceed Ask to approve Taylor Morgan move motion Minnis Taylor Holt CRMC couldn’t assure $ used in Gadsden County. If use poor population, $ used in Gadsden County, is tht in contract tht funds used in contract. Minnis Holt Ronnie Midget, to answer, goes into Medicaid , matching $. There is large Medicaid rate in Gadsden County, does go toward Holt my concern. We need $ to come back to Gadsden County. That’s what we need to do. We ned funds here Midget Goes into same pot. Increasing contributions bigger bang for buck. Holt Midget larger percentage of indigent care. Taylor Brian Cook, CEO legal, IT, if stand alone campus, we absorb that It does go into one pot but goes to cover Holt reason brought up was how we covered. Build out 2 wings help cover costs. We didn’t do what we were suppose to. Get $ to stay here. Cook make sure Board clear Holt Taylor Holt Morgan/Lamb 4-1 to approve - Holt opposed Taylor asked Attorney if don’t mind would like to yield to Sheriff. Let come up and then determine if item that needs Holt amend agenda Minnis Holt Taylor Morgan Taylor Morgan Taylor Morgan Minnis treated as late submission not agenda, treating as citizen Morgan Taylor Morgan Sheriff Young here had one-sided conversation about jail. Things going on, need to bring before you Re-entry program, don’t know what Board decided about jail, This has been a long-term discussion about jail. We need to decide, indigent ½ cent also have one for jail. History of jail, probably one of worst in State. Have done bet to deal with it. 5 years ago, little over $800,000, jail doors, other things gone up. Jail problems still there, population still there. Do best to keep people out have no control. Having one-sided conversation don’t appreciate Morgan Chair Morgan Taylor Lamb Taylor Croley surely can ask questions. I Croley Taylor Croley Holt Sheriff Taylor go to Administrator Our procedure, lets stay within our quarters. Sheriff Lawson Taylor Morgan have requested discussion put on agenda after election. OPTIONS FOR THE GADSDEN EXPRESS AND QUINCY SHUTTLE Moved to Item 8A 13A Quail Roost and barineau Ames- Minnis discussion actual amount of Question regarding fee, research from legal Are instanes people have bought into special assessment. From legal point of view, would provide We were asked to bring info forward if waive collection or move forward. We have contacted Government Services Group, get back on board. Taylor Morgan asked to have because of this issue closing fell through These roads are now county roads. If possible from legal standpoint. I have heard lots of discussion. Change of ownership, how to collect assessement. Taylor question to Ms. Minnis Let’s get Minnis suggestion one recommendation option because ordinane does not mandate do special assessment Board can waive. Am in process make method for assessment. One Taylor is more to it so Should be agenda this item, take it up an Minnis legal point of view, nothing Motion to waive special assessment process Is issue tha may come up with other roads. Public has opportunity to Taylor Morgan Taylor Croley want to understand, if same letter from Mr. James Folds, this motion is to waive all property Morgan Croley Morgan Croley Morgan I understand your position. Unfortunately put in this position in 2004. Dealing with different owners. Easiest Croley may not be right way to deal. Folks that put in position was because of poor legal advice never happened if had sould legal advise. See Tax Collector Taylor Dale Summerford appeared before Board. I was involved 3-4 years ago in changing way to collect assessment. Very technical and have to follow law. Board took steps. What happened in 2010, Government Services realized problem. Cannot allow property to opt out of process. Ames-Barineau stopped. Still received Comm. Croley exactly right. This board has tried to correct siguation. We were moving in right direction. In order to get in tax bill, got to tell property owners no, you’ve got to pay. QR little different. QR met agreed to pay. I thik original intend of Board, the paving costs went up. Comm. Lamb didn’t think because of delay, Comm. Morgan is right mistakes made, may be in County’s best interest. The document that Attorney Minnis’ firm did was excellent. Just hear to share with you, my take. Taylor Holt not in favor of waiving. They agreed. They need to pay. I went out with R&B director. They told us that they wanted to do. If you say do something, just do it. Ann Sherman Taylor Sherman, for record QR not seeking not to pay. Number County provided to QR as our share was $38,238, this Board approved All we are asking that Board honor dollar amount. Chair Taylor , QR was on agenda, QR residents just about filled this room. Again, we’re not aking not to ass Taylor Holt Sherman Taylor Sherman Taylor, Mr. Lawson, original amount has now increased to what or has it increased. Lawson Taylor Sherman Taylor Sherman making comment on what I thought Attorney said. Taylor Minnis this was issue that specifically came up with Wanted to verify that the board did not want to revise their request. Costs went up. Just technical point of view To present Board with complete packet If Board wants to stay with original amount can do so under their ordeinance.
