1.     PLEDGE OF ALLEGIANCE

 

                                Chair Davis called the meeting to order at 6:00p.m. with a quorum and led in the                                            Pledge of Allegiance to the U.S. Flag.

 

2.     INTRODUCTION OF MEMBERS/ROLL CALL     

 

                                Each member present stated his or her name and district for the record.

                               

3.     APPROVAL OF MINUTES – DECEMBER 13, 2012  and January 24, 2013

 

Ř  December 12, 2012 – Ask county administrator or attorney to come w/necessary corrections that were given to the clerk: Ganus/Dixon 9-0

·         Correction on page 3 change word assumption to consumption

·         Correction on page 3 packing should be replaced with package

·         Correction on page 4 Graves should be replaced with Glade Road

 

Ř  January 24, 2013 w/ necessary corrections that were given to the clerk: Tranchand/ Ganus 9-0

·            Correction on page 6 opined be replaced with opinion, which means                                    the same.

·            Correction on page 9 pole should be replaced with poll

·            Correction on page 14 660 should be replaced to read 6600

·            Correction on page 18 since should be replaced with sense

4.     DISCLOSURES AND DECLARATIONS OF CONFLICT  - None

 

5.     PUBLIC HEARING – MANUFACTURED HOUSING (LDR – 2013 -03)   Postponed (tabled)

 

6.     PUBLIC HEARING – RURAL RESIDENTIAL ARGICULTURAL DENISTY (CPA-2013-01) – Proposed amendment of Comprehensive Plan Future Land Use Element Policy 1.1.5(B) Rural Residential and Policy 1.1.5(C) Agricultural to clarify the intent of the policies as they pertain to density.  

 

Mr. Matheny commented they are purposing a discussion and an Ordinance amending Policy 1.1.5 (B) Rural Residential (RR) and Policy 1.1.5 (C) Agricultural (AG) to clarify the intent of the Comprehensive Plan as it pertains to density  and lot size as well as the size of permitted non-residential parcels (Attachment #2).  This amendment is part of the ongoing efforts to clarify and update the Gadsden County Comprehensive Plan (Comp Plan) and Land Development Code (LDC).

 

Commissioner Ganus concern is with the 1 acre is that enough for parking at churches? How would that fit on an acre?

 

Mr. Matheny stated depending on size, may not qualify for 1 acre.

 

Commissioner Allen asked who determines who fits in that 1 acre.

 

Commissioner Vanlandingham commented on Attachment 2 Rural

 

Mr. Matheny responded you have to be adjacent on some side.

 

Commissioner Vanlandingham commented if you have RR single family residents that have been there for years, do they have to be next to RR as well. The map indicates there is neighborhood commercial. If they want to do amendment to do rural residential and are in commercial area, do they have to be adjacent to other RR.

 

Mr. Matheny said if they are neighborhood commercial, that’s an overlay. He responded yes.

 

Commissioner Vanlandingham are you going to correct map. Yes

 

Mr. Matheny responded the Conservation Easement adds definition.

 

Commissioner Vanlandingham commented on 6e. Is that one type.

 

Mr. Matheny said that’s two types.

 

Commissioner Vanlandingham are you going to require fence or require barrier.

 

Commissioner Ganus said the items you are going to change are only the underlined.

 

Commissioner Tranchand on agenda request: Should it read are not available.

 

Chair Davis called for public comment and there was none.

 

Motion: Tranchand/ Robinson 9-0 (passed) Recommend approval and transmittal of the proposed Comprehensive Plan text amendment and draft ordinance to amend Policy 1.1.5 (B) Rural Residential and Policy 1.1.5 (D) Agricultural based on the analysis and findings in the Agenda Request as proposed or with recommended amendments.

8.     Director’s Comment

  Existing Land Use Map - drafts are going on now. We have to come back to P& Z and Board for approval.

Ř  Will have workshop on April 11, 2013 at 4:30pm meeting at 6:00 (P&Z)

Ř  May 7 - BCC 4:30 Workshop before County Meeting.

 

Ř  Consultant Workshop – April 26, 2013(Planning Commission Workshop @ Library) 8:30-4:30pm
