Call to Order

  Bradley Munroe announced there was a quorum and a Chairman needed to be elected.

Nominations and Election of Chairman to Value Adjustment Board (VAB)

Sherrie Taylor called the meeting to order and 1st order of business is election of Chair,

 

UPON MOTION OF AUDREY LEWIS AND SECOND BY MARTHA PEELER, THE BOARD VOTED 4-0 TO APPOINT SHERRIE TAYLOR AS CHAIRMAN.

Introduction of Board Members

Board Members introduced themselves.

Re-appointment of Bradley Munroe as VAB Legal Counsel

Chairman Taylor called for the re-appointment of Mr. Munroe as the legal counsel.

 

UPON MOTION OF AUDREY LEWIS FOR THE RE-APPOINTMENT OF BRADLEY MUNROE AS VAB LEGAL COUNCIL, THE BOARD VOTED 4-0.  MOTION CARRIED.

Introduction of Clerk’s Designee to Act as Clerk to VAB

Deputy Clerk Marcella Blocker introduced herself to the Board.

Rules of Uniform Procedure – Instructions from VAB Attorney

  Mr. Munroe instructed the Board on their duties and what factors were to be considered by the members in their determination of the Petitions.

Rule Chapter 12-D-9; FAC  

·         Chair to announce that the Uniform Rules of Procedure are readily available on the Clerk’s Website. 

·         Announce that any and all forms needed to participate in the hearing can also be found at the Clerk’s website.

Marcella Blocker passed out copies of FAC Chapter 12D 9 and 12D 10 to the Board Members and advised the members to review the training materials on the website to better familiarize themselves with the documents and highly suggested that the members review especially the modules that pertained to them.

Florida’s Government in the Sunshine Law

·         VAB meetings are subject to the Florida Sunshine Law. 

·         Copy of the Book is in the room.

·         A copy of the book may be obtained from First Amendment Foundation at

336 E. College Ave. Suite 300, Tallahassee, FL 32301 or by calling 850-222-3518.  I

The book is available for review in the Clerk‘s Office, Office of the County Administrator as well as the public library.

Discussion of  Local Administrative Issues

·         VAB Training is available on the DOR Website.

·         Encourage members to become certified and turn in certificate to Clerk for the record.

Adoption and Ratification of the Filing Fee of $15.00

 

UPON MOTION OF SCOTT WATSON AND SECOND BY MARTHA PEELER, THE BOARD VOTED 4-0 TO RATIFY THE FILING FEE.

VAB Hearing Dates – October 21, 2013 starting at 9:00 a.m.   If any need to be rescheduled, it will be on October 22, 2013.

The Clerk advised the members that forty petitions were filed and eight had been withdrawn.
