1. Approval of Minutes – March 5, 2013 Craig McMillan
Motion: Suber/Dudley 5-0 Approval of Minutes
2. Election of Officers Craig McMillan
Motion: Dudley/Simmons 5-0 Approved with current slate
3. Discussion of GHI Board Members & Terms Craig McMillan
Michael Glazer
Atty. Michael Glazer discussed the GHI Board Members & Terms.
Senator Dudley recommendation is that they add 2 more members and stagger terms of Board Members.
Chair McMillan agreed allow the County Commission make the decision. He said the Board would like to keep a buffer.
Dudley: recommendation the County Commission to fill extra 2 seats to make 9 and that they be for 5 year terms, It was second by Herb Sheheane motion carried 5-0 – pass.
He also stated they all pleased with terms, but are willing to be reappointed to staggered terms.
Atty. Glazer said 1, 3, 5 year staggered terms.
Motion: Suber /Shehane Existing members would like to stay,
1 year slot
Atkins 1, Fred & Herb, for 1; 2017 Suber, Simmons, Whitehead, 5, Craig, 2 new members
4. Hospital Update and Tour of New Brian Cook
Physician Office Space Alan Kessee
Have space for Medical update – Susie White.
Brain Cook discussed update of doctors that will come through ER. He said they will advertise to get clients and word of mouth. Goal is to bring Primary Care here.
He pointed there is a problem with EMS bypassing County and go to TMH.
Mr. Lawson commented said when you got the new director if patient said they wanted to go to TMH they take them.
Simmons: Asked have they EMS been given relief. There is not an issue of public safety.
Lawson: Stated yes, they have added an additional unit.
Dudley: Is there a regulation or policy about driving pass one hospital going to another.
McMillan we are here to support you.
Simmons: What are you treating most often?
Cook: A lot of sick folks are level 4s. Obama care is good thing for hospitals, but not doctor’s office.
Kessee – will open house on Feb.27 for County Commission and VIP followed by next week for community.
5. Report on Intergovernmental Transfer Contract Michael Glazer
Atty. Glazer said the County provides to Capital Regional about $450,000 for indigent services. Half of the money is from Trust and Half Cent Sales Tax. He gave briefing of funds. It allowed the government to route money through Medicaid program, for the last 3 years. He said they entered into another agreement for this year. As long as the program is there we will take advantage of it.
Simmons: Why would county put limit on the amount of funds to send in?
Atty. Glazer: We commit to a little bit least than what we think we can generate.
6. General Discussion
Ashford Case:
Atty. Glazer gave update. They followed through and sued. Judge Shelfer through case out.
He said the case is not gone away. They have recruited an appellate lawyer.
Other Discussion
Mrs. Simmons thanked the CEO of CRMC on the services. She discussed on considered having a local doctor for the emergency services.
He said that they are looking at woman who is from Gadsden County. Other names mentioned Perry Catteau. He said it takes a special doctor to work out her, a more mature doctor. He said they are trying to find correct fit.
Senator Dudley thanked County for a detail report.
Board took tour of doctor’s office.
