Pledge of Allegiance and Roll Call

 

Matt Thro, Vice - Chairman of TDC called the meeting to order at 3:30p.m. and then led in the Pledge of Allegiance.

 

The roll was called by the deputy clerk.

 

Amendments and Approval of Agenda: Jackson/Holt 5-0

Discussion of Legacy Marketing-Rehire   (Matt Thro, TDC Vice Chairman)

                 

Mr. Thro said Legacy is a few months from finishing this process. Needs to be addressed to get a recommendation to continue for 3 months to film small bit of video around Lake Talquin and actual finish production. They have advertising package ready to roll.

 

Sonya explained TDC can give recommendation to the BOCC and they will decide.

 

Mrs. Holt asked when where they hired.

 

Sonya said March of last year.

 

Mr. Dowdell how much would it cost.

 

Mr. Jackson said you are asking for approval for them to come back.

 

Mr. Thro said anything out of retainer they need to approve.

 

Mrs. Holt asked had they not done a production video. Where is product?

 

Mr. Thro said they hours ready to roll for football season.

 

Mrs. Holt said BOCC to come before the 1st and 3rd Tuesday of each month. She suggested they meet a little bit more to get approved. She said her problem was the time span. What will the product be?

 

Mr. Thro said this is the season they missed last year during the hiring process. We paid for a lot filming and assets collection.

 

Sonya said she has started on the RFP and said she has not received the 5 things that they are looking for from any of the TDC.

 

Mr. Dowdell said the word rehire bothers him.

 

Mr. Thro said that is the wrong word.

 

Mr. Dowdell said he would like Legacy to come and present, what they would present, have much would it cost up front, what you will produce, what will see at the end of the contract.

Mrs. Gutcher said they have raw and finished products.

 

Mr. DuBree said the main fishing season is winding down, maybe they should focus on something else.

 

Mr. Thro said they had talked about video pre-roll doing it to target different people.

 

Mr. Patel inquired about one final video to go on website. What are we getting for $40,000?

 

Mrs. Sonya said she has one video, the Black History Parade.

 

Mr. Thro asked was there any deliverables that they have not done.

1.                  3rd Annual Rural County Summit-Community Disaster & Emergency Response

(RFP-Tour of Gadsden County)  

(Sonya Burns, TDC Administrative Assistant)

(TaShonda Whaley, Gadsden County Sheriff Department)

 

Mrs. Sonya we can’t provide funds for transportation. We can sponsor tour of Gadsden or we can sponsor an event as a whole. We need a RFP or RFQ for

 

 

Dowdell/Holt 6-0 for trolley services through RFQ.

     

 

 Marketing and Funding Request

2.                  Carolyn Ford, NFEDC-Mother’s Day Weekend Concert and Festivities  

 

 

Carolyn Ford, NFEDC, came before Council last week for approval of Mother’s Day Weekend Concert and Festivities. She they are asking for $3940.00

 

Sonya said they were approved for a previous event in the amount of $2,500 at the Cultural Diverse.

 

Mr. Patel said they have the hotel nights.

 

Mr. DuBree commented on word level maximum grant is $2500.

 

Mr. Dowdell said it also states the Council will consider.

 

Mr. Jackson said can they walk out of legal boundaries.

 

Mr. Holt questioned the bed nights. She thought criteria should be changed.

 

Mr. Patel asked could it be split marketing and grant.

 

*Motion: Dowdell/Holt -   Allocate $4,000 for NFEDC (Motion withdrawn)

 

Mr. Weiss under application the most is $2500, you could use marketing funds. He said there are inconsistencies.

 

 

Motion: Holt/Dowdell - $2000 for grant and $2000 for marketing (opposed DuBree) 5-1 Approved

 

3.                  Leroy Smith, Win-Win Youth Camp Program   

 

Leroy Smith, Tracy McDonald. I’m event mom and to help get bed nights. She suggested a Shadow Cookout, Motivator, College and Pro Athletes.

 

Mr. Smith said online registration

 

Mr. Dowdell asked that they tell some of the guest.

 

Mr. Jackson suggested they speak with Sonya.

Motion: DuBree/Patel for $2000 for reimbursable marketing.

 

 

   Summit–July 9th Night of Music on Gadsden County Tour of Gadsden – local merchants stay open for tonight. Draft of schedule will be ready on May 19, 2014.

 

Rotation should take place every night.
