3rd Budget Workshop

FISCAL YEAR 2014/2015 GADSDEN COUNTY DRAFT ANNUAL BUDGET OVERVIEW

 

 

  Chair called meeting to order at 4:01 p.m.

 

Mr. Presnell went over budget figures for the benefit of everyone and explained the “draw down” figures.  He explained the increase in the budget due to state money.

 

Commissioner Croley asked if the figures were based on the roll-back figures or if it would go back to the rate it currently is at now. Stay

 

Commissioner Holt stepped out at this juncture of the meeting.

 

Commissioner Taylor arrived at this juncture of the meeting.

 

Croley said pointed out to them, only county out of five, which is showing increase in millage rate.

Morgan said currently no increase in millage rate, there is proposal to increase, only having discussion at this point.

 

Commissioner Taylor returned at this juncture.

 

Commissioner Croley said budget is based on millage rate going up.

 

Hinson said in regards to Boys and Girl Club, keep budget where it is at now.

 

Commissioner Morgan said currently no dollars funded for Boys and Girls Club, City of Chattahoochee provides building along with other services for Chattahoochee branch.  Said his stance to keep 15% cushion in general revenue budget. 

 

Commissioner Croley said trying to understand that $241,309 not currently in budget-no.  Said what was frustrating, can’t afford to do everything.  Not doing anything that would be substantive to Public Works.

 

Commissioner Holt said as far as Boys and Girls Club, was $75,000 for Havana & Chattahoochee

 

Commissioner Taylor said like idea of funding but of mindset “no-one rocks baby better than you can”,

 

Lee Wagner, POB 7141, Tallahassee, CEO of Boys & Girls Club, appeared before the Board. 

 

Commissioner Taylor asked how could increase his numbers.

 

Wagner said in proposal, very aggressive in trying to increase membership.

 

Commissioner Taylor said attendance in Quincy would be no problem, in ’08 there was overflow in attendance and no seat was available.

 

Morgan-one way to fund without increasing budget, fund ½ of voting equipment this year and ½ next year.

Commissioner Croley asked if way to fund pot hole repair machine.

 

Commissioner Morgan returned at this juncture.

 

FRDAP Grants

Board approved list and need to amend if want to deviate

 

Commissioner Taylor returned at this juncture.

 

Hinson said lot of issues everywhere in county

 

Holt said thought would help if every commissioner had aide.  Morgan asked what aide would do,

 

Hinson said could hire full-time aide, pay $25,000 or give each commissioner funding so can hire their own.

 

Morgan said lot of folks out of work, not by choice, think would be looked at negatively with poor, rural county hiring aides.

 

Taylor agreed (again) with Commissioner Morgan.

 

Mr. Presnell said Sheriff’s Admin building in, public Defenders remodeling in,

 

Morgan said good progress made, asked for explanation of economic incentive-$400,000 set aside

 

Holt said asked for $500,00 seed money, several tax abatements

 

Morgan brought up Chattahoochee Mainstreet organization, impacts entire county with river, will bring $$ into county-would like to see $5,000 for funding,

 

2nd request-Chattahoochee Senior Citizen Center, already funding Havana and Quincy-$10,000

 

Redeemed program-didn’t see it in budget

 

Would like to see equal funding for Gadsden County Economic Development Council along with GCDC.

 

Hinson-we’re not preachers, civil activists,

Commissioner Holt stepped out at this juncture of the meeting.

 

Taylor said agreed with non-profits Morgan mentioned.

Morgan said significant things coming to Gadsden County through the GCEDC

Croley suggested let the non-profits make their presentations.

 

Redeemed

Stacey Jacobs, 6363 Smith Street, Quincy, appeared to speak on behalf of her non-profit. Audit reports not turned in so didn’t meet deadline-requesting $5,000.

 

Chattahoochee Main Street

Ben Chandler, Director, 25 Madison Street, Chattahoochee, spoke on behalf of this organization-requesting $5,000.

 

Croley asked who target market Mainstreet goes after-combination

Mr. Garner had to leave for another meeting.

 

Gadsden County Economic Development Council

Robert Nixon, Midway, ECEDC and ECDC are 2 separate entities. 

 

Anti-bullying program

Ann Ratke, 1412 Florida Ga Highway, Havana, FL, want to get program into schools.

 

Sheriff’s Office

Shawn Wood, 314 West Marion Street, Chattahoochee, thanked the Board members for everything that has been done for the Sheriff’s Department.

 

 

BOARD OF COUNTY COMMISSIONERS PRIOROTOES, DISCUSSION, AND DIRECTIONS

 

 

Add 2 senior citizens and Mainstreet and need to find $670,000

 

Millage rate going to 8.9

 

Taylor-Lost state inmate crew-look into hiring someone who can get card and can be crew leader to work inmates.

 

Croley-bridges, roads, falling apart, striping, basic things counties need to be doing need to be addressed safety wise-culverts caving in, need to realize people who are citizens drawing on resources, needs not being addressed in this budget.

 

Morgan-hears what Croley said about basic services, any other immediate needs that are doable right now.
