1.      PLEDGE OF ALLEGIANCE

 

Chair Davis called the meeting to order at 6:25 p.m. with a quorum and led in the Pledge of Allegiance to the U.S. flag.

 

2.      INTRODUCTION OF MEMBERS/ROLL CALL

 

Each member present stated his or her name and district for which they are appointed for the record.

 

3.      DISCLOSURES AND DECLARATIONS OF CONFLICT

 

There were no disclosures and declarations of conflict.

 

4.      FUTURE LAND USE AMENDMENT  Allara Gutcher, Planning Director

Mrs. Gutcher gave overview of the Future Land Use Element. She then entertained questions from the Commission.

 

Commissioner Ganus commented anything goes from page to 29 pages it draws concerns with him.   

§  Conservation concerns with the density (6) doesn’t list residential density. It had to be some density.

§  Recreation: 6) Allowable Uses – has provision for staff; should list allowable uses for that particular category. Ex” if people live on the property such as center or house. He referenced the old comp plan.

§  E Public /Institutional -4 Intensity – 5) Impervious Surface Area

§  F Agriculture -1 3) Density – no mention of cluster

§  Allowable Uses it not listed – Mrs. Gutcher has it’s own category on page 4

§  6) Development Restrictions asked did they move somewhere else; has moved to land development code

§  I Rural Residential 3) Density – Should be inclusive and not limit to wetlands; don’t need to talk about clustering since it’s going away. (Will be map category and will have to do Land Use Change.)

§  Are we going to use what is listed or will they go away

§  J Neighborhood Commercial 3) Density;

§  K. Commercial 4) Intensity

§  L Urban; would it be eqv. Urban Service Area 3)Density – Sewer Service rather than water

§  N. Heavy Industrial ; wording should be changed industrial

§  Allen – Mining 2) place holder until Nov. 13 meeting

§  Policy 1.2.3; rural residential; half acre is mentioned in I 3 (Sheffield on same policy and suppose to have connection with central water and sewer. There would have to be some plan such as the package plan. Policy 1.15.4 (keep policy with change with developments)

§  Policy1.2.5 Proposed Development i

§  Policy 1.15.4 – remove start with unless – line middle of line 3 to USB(What’s the impact of this language.)   Any language

§  Policy 1.2.8 sever should be severe

§  Policy 1.2.12: regulating; ensuring

§  Policy 1.3.4 :What about larger parcels that are non-conforming. We need language to protect. Use Policy 1.5.2

§  Policy 1.4.5 – is very good compatibility should be looked at.

 

The density it was removed because it is to preserve land. B3 covers it.

She said she didn’t list, because it doesn’t make sense

 

Commissioner Sheffield said some state parks have manager dwellings.

 

Mrs. Gutcher said that they could include caretaker quarters.

 

Bridges – Bright said it could be added to E3

 

Mrs. Gutcher said if it category let’s create another category. She said that they will have to update

 

Mrs. Gutcher said they it has not merit because it was signed with DCA, which no longer exist.

 

Commissioner Dixon said he was reluctant to say mandatory sewer that is not happening is dreaming. He said it severely hampers any type of development.  He recommend having dry lines or hookups. I would tie to something else besides sewer.

 

Mrs. Gutcher said it doesn’t make it mandatory. It is permissive rather than

Commissioner Allen agreed with Mr. Dixon.

 

Mrs. Gutcher said on septic tanks there would be restrictions.

 

Sheffield – could you include package plant( give options).

 

L3) provide language to be more inclusively

 

Commissioner Sheffield asked about process and it would come back to PC

 

Marion Lasley   Silivicultral (river Ochlocknee should be included) -special water bodies any special designated water bodies. Neighborhood Commercial – Will they go away as administrating removal. Mrs. Gutcher responded it is not listed on the map, it’s not a mapped category. Would have to map amendment. (Take out gas stations.) Check open space requirement 5). Light Industrial make sure maintained; under allowable uses. The difference between gross and net acreage, you need to clear about what is said.

 

5.      Workshop – Discussion of amendment of the Land Development Code (LDC) as it pertains to Special Exception Uses and Development Review Levels – Jill A. Jeglie, Principal Planner II   

 

Ms. Jeglie said basically there is 2 issues we have to determine what level of review. She asked what important things that should be a special exception are.

 

Chair Davis suggested more time to look at this. She asked Commission to email suggestions to staff. Another workshop preferred.

 

Commission wanted packets earlier.

 

Dates amended for PC Meetings: We can shave off some of review process. Will take under advisement.

 

Have Willie to send email to let them know the agenda on the website.
