Chair Davis called the meeting to order at 6:00p.m with a quorum present. She then led in the pledge of allegiance to the US Flag.
Each member present stated his name and district for which he represents.
GENERAL BUSINESS
PUBLIC HEARING
All that spoke were sworn by the deputy clerk as to their testimony on this Public Hearing.
Jill Jeglie commented a request for site plan approval to expand the existing Talquin Electrical Cooperative, Inc. electrical substation located on Potter Woodberry Road, as identified by Tax Parcel Identification #2-22-3N-2W-0000-000123-0100. (Attachment 1). This application is to modify the site plan heard by the Planning Commission on July 27, 2015. Change in the height of the steel frame.
Commissioner Dixon questioned why there was not
Allara Gutcher – the change was the height of the tower and the only change, so they didn’t need to have another Citizen’s Bill of Rights.
Mike Grice, Greeneck Rd, Talquin Electric – the original proposal was for 26ft but, do to needed changes a 50ft height foot tall stele high side.
Marion Lasley – In the CBR meeting were the people on the southside noticed.
Jeglie said for this meeting said notices were sent from 1,000 ft. of the exterior property.
Bridges – Bright asked about the changes.

Motion: Rowan/ Milton 9-0 approve – Option 1
This hearing is required to offer a recommendation to the BOCC for t he transmittal of the revised Conservation Element (CE) to the Florida Department of Economic Opportunity for review as a more concise, understandable and defensible document which will provide certainty regarding the “conservation, use, and protection of natural resources in the area including air, water recharge areas, wetlands, water wells, soils, minerals, and other natural and environmental resources including factors that affect energy conservation” in Gadsden County, as quoted from §163.3177 (6) (d), Florida Statutes, as applicable.
Gutcher policy amended after last meeting on Policy 5.4.3, Policy 5.4.4
Lasley – who will be responsible for Desktop Research. I would like some placed who that is there job.
Gutcher – said the applicant would do one. That would come at the Development Order Stage.
Policy 5.6.8 – b was amended
Public Comment:
Wayne Hawthorne, 804 Frank Smith Road, Quincy, FL – Spoke in concern with large corporations come in and pumps the water and sell it.
Michael Dorian, 145 Alligator Road, Quincy, FL – Concern was ground water. He would like to see in the Conservation Element not to pump.
Bob Wike, 5100 Pt. Milligan Rd, Quincy, FL – Same concern as the other two gentlemen’s. Spoke of ground water concerns.
Lasley relates to the policy that gave the Commission the permission to remove water out of the County. It is important that are water is not shipped out to others. Still not comfortable with this policy.
Bright – In regards to the public concerns, what are the recourses?
Attorney Weiss – I don’t think you can prohibit or permit (give permission), it is with the Water Management District. You can have policy that you aren’t in favor.
Concerns were addressed by Commissioner Youmans and Chukes.
Tranchand - Consumptive Water Use
Dixon – find language that makes it difficult.
Gutcher read into record. Policy 5.3.20 – Gadsden County shall oppose any activity that causes the withdrawal of water for commercial bottling purposes. That covers anything for commercial sale.
Motion: Lasley/Rowan – to above 9-0 approved new language
Attorney Weiss – reference document as amended. I don’t think it hurts.
Tranchand – Agreed with the Attorney, not to place dates.
Motion - Tranchand/Policy 5.4.1, 5.4.2, 5.5.2, – dropping the dates in all.6-3motion carries (hand vote)
Milton – staff is imperative that they leave.
Motion: Bright/Milton -9-0 approved as amended.
Dixon/Bright 9-0 approved the entire policy to move to the BOCC.
This hearing is required to offer a recommendation to the BOCC for the amendment of Chapters 1, 6 and 7 of the Land Development Code as to the consistency of said amendments to the Comprehensive Plan.
Chair Davis asked Commissioners had they reviewed this document.
Commissioner Lasley said this is really a lot and should be workshopped.

Motion Rowan/ Chukes (amended to include- Option 1) – changes appeals 1600 ,
1601 – Planning commission, or other Board or Commission pursuant to this Code. Approved 8-0 (Dixon was out of the Chambers)
Jill Jeglie read comments on recommendation of amendment to the Gadsden County Land Development Code (LDC) to address “Solar Power Generating Facilities” (farms) and ‘Solar Energy Systems’ including adding definitions to Subsection 2102, Definitions, Specifically; renumbering Subsections; Add Solar Power Generating Systems to Subsections 4103 and Table 4300; Renaming Subsection 5204 Special Use Standards; Creating Subsection 5204.E ‘Standards for Solar Energy Systems; creating Subsection 5302.A.4 Type C, buffer areas’; and, creating Subsection 7202.A.11 Solar Power Generation Facilities to Type II applications (Attachment 1a & 1b).
Bright asked where would it address the power lines. How do you control it. We need to be more aggressive.
Jeglie – said in her research she had not seen that.
Public Comment:
Wayne Hawthorne, 804 Frank Smith Road, Quincy, FL – Thanked Planning for coming up with guidelines. He said it did need some tweaking.
Michael Dorian, 145 Alligator Road, Quincy, FL – requested a workshop. Solar Energy is our future. He had concerns with eminent domain, batteries and etc. He discussed setbacks going from 50ft to a l00ft from the property line. Citizens get 15ft instead 10ft.

Proposal is that set backs are 50ft in Ag 2 and 3 only
Matt Gibson, Talquin Electric- spoke on solar power. He said they would not let them harm their members and they would have to pay for losses.
Lasley – eminent domain issues should be addressed.
Chair Davis said they need this workshopped.
