6. SIGNS (Legislative) (LDR 2019-05) – Consideration of amendments to Section 5700, Signs of the Gadsden County Land Development Code. ITEM 6

7. CITIZEN’S BILL OF RIGHTS (Legislative) (LDR-2019-04) – Consideration of amendments to Section 7001.1, Citizen’s Growth Management and Planning Bill of Rights’ and the relocation of Section 7001.1 to Chapter 1 of the Land Development Code. ITEM 7

  Page 4 (marked in blue on the left) 2818-018  BOCC wanted staff to be more involved.  Wanted staff to attend meetings.  Comments received prior to today’s meeting – if HOA, please provide to the staff and they will send them the information.   Gadsden County will put a notice on the property with date and time of meeting and phone numbers.  Staff will attend the meeting merely to hear their concerns  and bring those back to the board. Notice of requirements 15 days prior to appear in newspaper and post on the property.  Staff will verify proper notice.  Prior to final revisions, items subject to the community workshop in the decision process.  Material changes must be available to the public.  Will immediately provide feedback.  Any proposed changes from Planning, the citizens will get immediate notification.  Any changes to Citizen Bill of Rights will require majority vote.

Commissioner would like zoning map amendments to come through the same process.   

Packet had three different versions. 

  Stallworth Staff leave for attending citizen meetings.  

  Michael Dorian – 145 Alligator Run – Gadsden United – incorporated for 25 years.  Have been politically active for 25 years.

Tried to get information from BOCC.  They would charge $40.  He got it from clerk for nothing. 

Well over 30 meeting on this matter.  Went on line to find this agenda.  He complained to Arthur and it suddenly appeared.  It was unreadable.  Larry Ganus – looked at what was on line and could not make sense of it.  

Incompetence.  Don’t understand what is going on.

In terms of variance being taken out of the Citizen Bill of Rights – wants this kept on the Super Majority vote.

  

Don Stewart – D2 – Reston Community – moved from Leon County in 2005.  Retired in 2017.  Environmentalist. Want to see green development.  Make it easy for green development, but keep destructive development out. Want more organic farming.  Would like to see fig farms.  Supportive of the citizen bill of rights. Would like to communicate that we can have clean development.  Don’t understand why we are not doing more with FAMU and UofF here.  Most of the people who are interested in politics is because they are interested in power and money.

  Michael Dorian would like to see a committee to promote green development and reaching out to businesses to come here. 

  Suzanne Lex – part of the application process is to determine what adverse effects a project might have on the county.

8. CHAPTER 2, DEFINITIONS AND INTERPRETATIONS (Legislative) (LDR 2018-06) – Discussion of amendments to Chapter 2, Definitions and Interpretations of the Land 2 Development Code. This discussion includes new definitions as well as definitions previously recommended for approval but not adopted (September 2018).  ITEM 8

9. CHAPTER 4, LAND USE CATEGORIES (Legislative) (LDR 2018-05) – Discussion of amendments to Chapter 4, Land Use Categories of the Land Development Code. It is proposed that the development review levels be moved from Chapter 7 to Chapter 4 of the Land Development Code to be included within the future land use categories. ITEM 9  - ITEM 9.A

10. CHAPTER 7, DEVELOPMENT ORDERS, DEVELOPMENT PERMITS, AND DEVELOPMENT AGREEMENTS - Discussion of amendments to Section 7200, Review Procedures of the Land Development Code. The proposed amendments move development review levels from Chapter 7 to Chapter 4 of the Land Development Code.
