Meeting Called to Order

   The meeting was called to order at 1:27 p.m.

Chair Cole asked for everyone to stand and led in the Pledge of Allegiance to the U.S. Flag followed by prayer.  

 

Approval of Minutes

 

·         April 14, 2020

 

MR. SAMFORD MADE A MOTION TO APPROVE THE MINUTES WITH A SECOND BY MR. COLVIN.

THE BOARD VOTED 4-0 BY VOICE VOTE TO APPROVE.

·         Approval of Talian Builders LLC, as a one-time, temporary, Registered Building Contractor per Florida Statues 489.121 and 489.523.

Chair Cole introduced the above item

 

 Francis asked what the Statute said

 

  Mr. Smythe said the Commercial project 80-90 % complete. Passed structural Inspections- Down to finishes. Contract on record passed away. Allowances for Building Official as long as County had licensing Board to issue license only for this project and would become null when project was done. Should take affect within 30 days of the passing. Took longer than 30 days trying to get a contractor to complete duties. Church and structure was complete. Spoke with State Regulatory Board left it up to the digression of the Licensing Board. Cost of getting a different contractor exceeded the Budget of the church to finish.

 

Francis asked if the CILB had the authority to issue the temporary license and Attorney Knowles said that was correct.

 

  Samford asked if any work had been done since Mr. Cox’s death.

 

Smythe- In the interest of preventing further damage, power was brought in and installed insulation.

 

Samford asked if was 90% complete why do they need a contractor

 

Smythe- have to have a licensed contractor. Statute 49.103 certain perimeters home or business owners could do, this did not qualify. - needs someone with a license to put name on the project to issue a certificate of occupancy. (553.79 Permits)

 

MR. COLVIN MADE A MOTION TO APPROVE TALIAN BUILDERS, LLC AS A ONE-TIME, TEMPORARY, REGISTERED BUILDING CONTRACTOR UNTIL PROJECT WAS COMPLETE WITH A SECOND BY MR. FRANCIS SECOND.

 

THE BOARD VOTED 4-0 BY VOICE VOTE TO APPROVE.
