Welcome

    Holt welcomed everyone to the workshop.

 

PLEDGE OF ALLEGIANCE/ROLL CALL

    Holt led in a moment of silence and the pledge of allegiance.

The following council members were in attendance: Jeff Dubree, Brenda Holt, Keith Dowdell, and Carolyn Ford (arrived late).

 

GENERAL BUSINESS

 Introduction Overview

Steele stated that the meeting was properly advertised. She introduced the following agenda items.

 2021-2022 Financial Outlook

   Daniels stated that the financial statements are not finalized yet but this is the rough estimates of what the council has.  

Summary Highlight

 

         i.             Fund Balance as of 9/30/2020

   As of 9/30/2020 the TDC has $240,670.00 and this is from the financial statements. 

 2021 budgeted revenue is $135,799. If the county keeps up the current revenue for set for 6 months the county is projected to collect $124,174. This has a short fall of $11,625.

  Holt asked is this budgeted revenue.

Daniels stated that this is the budgeted and the $124 thousand is what is projected to collect.

Dowdell asked about 240 thousand

Daniels that is the fund balance.

  This is what is used a little bit of what has been left over

  Ford entered at 4:17 pm.

Steele asked about the fund balance for next year.

Daniels stated that it may be enough.

  Holt informed Ford for what

  Dubree stated that he has a spreadsheet that he has created that has the amount of funds for the years that he has been on the council.

  Holt asked for the numbers to be gone over again for Ford.

  Dubree asked if that was the funds that was bug

 

       ii.            10 Year History of Fund Balance

   There were no questions on those amounts.

     iii.            Revenue Details

          Shows what has been collected from the TDC tax fund. Nothing has been pulled from that.

  Daniels stated that this is the is a breakdown of all of the funding for the TDC.

  Holt asked what she was talking about.

Daniels the amount that has been spent this year 

 

 

Uses of Tourist Development Revenues- - (Clayton Knowles, County

Attorney)

  Knowles stated that there Funding for Shore line down at the lake. Upgrade the park at the lakes. Park signs. If the tax is laved. Land used. Public facilities into service. Revenue bonds that are tied to the tax. 5 years or more. Source of funding. That would have to go to Holts board. 40% of funding to promotion of tourism. 48 thousand on marketing. Tax revenue

  revenue bond could be issued. They made it to where all of the money could not be used on just one project. Revenue could only be 30%. Pledge it over a number of years.

  These are just the purposes

  Dubree asked if bylaws that changes any of this.

  Holt asked of a definite on the percentages

Marketing RFP 19-12/Special Events Press Release- - (Leslie D. Steele,

Tourist Development Director)

  Steele stated that there will be a new member. Thinking about days. First budget workshop July 19th meeting.

  Holt will call in if she needs to since she will not be able to attend that meeting.  

  Grant application cycle.

Next Monday. Grant applications before each meeting and submitting applications. Even if it is in before September 1st.

  Holt asked if that’s marketing time. That gives them two maybe three weeks.

Steele said June the 14th is when the applications open.

  Dubree stated that if you are a sure time frame, he doesn’t see how they could get tourist in before the end of summer.  

  Dowdell so nothing is going to happen after September.

Steele stated that is the end of the funding cycle.

  Ford stated that she does not have issues. Love to have this done.

  Steele stated that this will be put out tom.

The agreement that was never executed for paradise. The firms

  Ford asked for the group’s names again.

  Steele recommended that redo the RFQ. Look at the contract. What the TDC was recommending.

  Dubree asked if they were given the budget.

Steele stated that they are being asked for a quote.

Dubree asked if they need a ball park amount.

Steele stated that they can have the RFQ ready by the 21st.

Dubree stated that he is that good to go.

  Holt stated that she has a couple of question. Is there any grants that the county could apply for. How do the county apply the grant process. Radio ads.

Steele stated that she can do cumulus radio ads.

Holt may reach people who do not have internet access.

Steele sated spend money on paper ads as well.

Dubree asked what about the TDC website.

Holt nobody looks at the Facebook page. Push it out.

Steele stated on the day of page. When you pay for an ad, it gets hits from a lot of people.

Ford is that the newsfeed.

Steele we are friends with what’s going on in the city and can share on their page.  

Holt stated that people that need to be thinking about a plan.

Steele stated that she found the old plan and will bring it to the next meeting.

Holt that people did not know that the county did not grow. Not marketing what we really are. Patchwork garden.

  Ford stated that they wanted to set up a tourism trail. And have all of the deferent farms that have all of the conventions and advertise Trulieve. Wants people to come here.

Holt stated that Trulieve gave the Board of County Commissioners a tour.  

Steele asked is Trulieve was willing to let the public tour.

Holt stated that we haven’t approached them.

Steele stated she will approach them about the marketing. Let’s go back and do.

  Ford stated that we always have a scale. And don’t mind working with us. Part of the tourism events.

  Dubree went over the spread sheet that he passed out. It shows the induvial income. The percentage of income.  Considering advents. Taken the number and worked the math out. Just the hotel money the county earned. Over 6 million. Green column. If you stay in the county, you spend more money in the county. Puts it all in perspective.

 

  Holt stated that every full. Everything that they get they get stuff from Tallahassee. Never planned to capture that. Us 90 is a major highway.  Like what if we had a cheese cake factory.

Ford if we knew that where coming. Then we can plan around that. If they stay. Need to do things different.

Dubree even though our assets are limited.

Holt they are going to have to eat somewhere.
