CALL TO ORDER, INVOCATION AND PLEDGE OF ALLEGIANCE

  Chair Holt called meeting to order, led in Pledge of Allegiance and then asked for moment of silence.

GENERAL BUSINESS

 

1.

Approval of the application submission of the State-Funded Small County Emergency Operations Center Design Initiative Grant F0073

  Mr. Dixon introduced above item.  Award of this grant is $200,000 and is a cost reimbursement agreement.

 

   NeSmith asked about cost reimbursement agreement-means must spend first and get reimbursed, up to $200,000.

 

  Green asked about project design, hiring architect to design. 

 

  NeSmith asked if had to do RFP for engineering firm

 

  Holt asked if used design that was used by someone else, was there a need for a bid?  Dixon said not looking at single building but co-locating buildings into a multi-use building. 

 

  Tashonda Whaley, Emergency Management Gadsden County Sheriff’s Office, appeared before the Board.  Other counties have already started this process.  It actually came down in 2019 but COVID happened and it stalled in a lot of counties. 

 

  Green asked if this was just for design plan or in talking about location or places to put center, could it be at old Stevens School?  She said in speaking with FDEM Bureau Chief and other counties that were already doing it, felt initially they would retro-fit a building already standing.  However now felt they were moving toward a new facility and as manager stated, could use as multi-purpose and was what lot of counties were doing to cohabitate

 

  NeSmith asked Ms. Whaley if she was familiar with operations center in Tallahassee? 
Yes.  Was County planning to have multi-purpose operations center?  Dixon said was minimum standard of who had to be in room.  Building have is too small, too old-will be building new facility and will be designed to hold all.   

 

Dixon said planning to build new facility-not just talking building, talking staging to go with it.

 

  Whaley said even though just for architectural design, why State doing this, when monies come down to build the counties that have done this will have opportunity to get funds.
