Call to Order, Invocation and Pledge of Allegiance

  Vice-Chair Simpkins called meeting to order at 6 p.m. Chair led into invocation and the Pledge of Allegiance.

 

Citizens Requesting to be Heard on Non-Agenda Items (3-minute limit)

The Gadsden County Board of County Commissioners welcomes and encourages public participation at all meetings of the Board. Citizens are free to speak for up to three (3) minutes on non-agenda items. Public comments and participation are also encouraged for items on the agenda. Additionally, if you are unable to attend a meeting in person, comments from the Public can also be submitted via email to CitizensToBeHeard@gadsdencountyfl.gov until noon on the date of the meeting. Comments submitted after the deadline, but prior to the meeting, will be added to the official record, but the County cannot guarantee that Commissioners and staff will have adequate time to review comments prior to the meeting.

 

  Vice-Chair read aloud the above statement. 

 

Public Hearing

1.       Introduction

  Mr. Morris stated agenda item seeks approval of millage rate for TRIM notification and set date, time, and place for public hearings to adopt FY 24/25 budget. 

 

2.       Approval of Millage Rate for TRIM Notification and Set the Date, Time, and Place for the Public Hearings to Adopt the Fiscal Year 2024/25 Gadsden County Budget

 

  Vice-Chair asked if any comments from citizens and there were none.

 

  Burgess appeared and went through item and the options they have.

 

1st public hearing – September 10, 2024 - 6 p.m.

2nd public hearing – September 24, 2024 - 6 p.m.  

 

July 1 taxable value provided by PA’s offices for operating purposes was $2,309,340,165 which is $214,494,560 more than last years final gross taxable value of $2,094,845,605.

 

  Attorney stated if set millage rate today, can always lower it  

               More than likely not going up  

 

  Holt made motion for 9.5 millage rate (option 3)

 

Motion dies for lack of second

 

 Holt stated attorney was correct, if need to raise it later will have problems. Can always bring it back down.

 

  Hinson made motion for 9.0 millage rate (option 1) / Green 3-1

 

  Simpkins made motion for public hearings to be scheduled Sept 10 and Sept 24 / Green 4-0  

 

  Attorney mentioned storm approaching. Drafted resolution to place county into state of emergency and asked for motion to approve.

 

Holt motion to approve Resolution No. 24-031/ Green 4-0

 

Motion to Adjourn

Vice-Chair adjourned meeting at 6:15 p.m.
