Opening

 Interim County Attorney Louis Baptiste opened meeting at 6:03 p.m.

 

 Attorney stated gave board update regarding concerns expressed to him; got feedback from board and board will call a special meeting

 

 Attorney stated Antonio Jefferson was nominated as Chair; need formal motion and second to appoint Jefferson as Chair

 

Paramore/ Wilkerson 12-0

 

 Board would like formal vote on number of applications they look at 

 

 Committee would like ability to interview all applicants. 

 

 Antonio Jefferson, Chair took over meeting and stated to begin with introductions 

 

 Jefferson asked if anyone could come up with top 10 group that would be ideal for board to consider

 

 Stallworth stated could not move with top 10; dealing with a volatile board and person could be removed within 6 months, need to find someone that will be there long term.  

 

 Cunningham stated did not think they could get to top 10; would they accept lesser number?

 

  Mason agreed that they did not have top 10

 

  Paramore stated they could maybe get one or two applicants qualified

 

  Bishop Green stated his concern was that they did not have enough info to make decision; thought they need to start over and re-advertise

 

  Green stated they should not be broad about this, needs specific skills; need to be more specific when advertise

 

  Clay stated board wants to know what they think about regarding applications they review; how many interviews would be possible in reasonable time.

 

  Wilkerson stated could not get to top 5 with candidates she saw; did not feel comfortable putting names forward. Need to re-advertise.

 

  Wiggins-McGriff stated she did see a couple qualified applicants; came up with like 5.

 

  Paramore stated they would be settling and has great heartburns on that; should re-advertise.

 

  Stallworth mentioned headhunters and asked if it was an option; Cunningham stated that was board decision to not use it.

 

  Jefferson mentioned Presnell having experience as CA and asked if he saw any possibilities in this pool

 

  Presnell stated pool of candidates he reviewed, could not get ten that could adequately do job; recommends to re-advertise. They should focus on experience mainly.

 

  Jefferson stated if there were any interest in seeing cumulative result

 

  Attorney read aloud top 10 in no ranked order:

 

  Clay stated maybe should be weighted score instead of total score; Jefferson stated top 10 is based on weighted score

 

  Jefferson stated there is a serious consideration of re-advertising; maybe allow 3 or 4 to advance, but still re-advertise.   

 

   Jefferson asked if any issues before getting to making decisions for county commission

 

   Wiggins stated keep 10, re-advertise, then vote for the best

 

   Green stated process needs to be more specific; mixing applicants could be confusing

 

   Mason stated there may be 3 to agree on and they could submit to board; previous applicants need not to re-apply.

 

  Paramore stated board was willing to entertain some changes in process

 

  Baptiste stated board wants them to vote to move process forward

 

  Baptiste stated board is focused on next CA and board will take any advice this committee gives.

 

  Williams stated they can go through it and narrow it down and recommend that it would be better pool of people if they re-advertise.

 

  Green motion to withhold names, suggest to re-advertise, and applicants need not to re-apply/ Wiggins 12-0

 

  Jefferson suggested to identify 3 – 5 applicants

 

  Cunningham suggested that they each list their top names; Green suggested to identify one person each  

 

  Clay suggested to eliminate people and see who was left.

 

  Wilkerson asked if talking about top 10 already established? Jefferson stated yes

 

   Roosevelt Griffin, 280 Blvd Quincy, FL made a public comment.

  Jefferson stated the average number was 4

  Baptiste stated the top 4:
