Welcome and Introductions Chair called meeting to order and went into introductions.
Everyone introduced themselves.

Review of Purpose and Statutory Requirements Temeka Rollins presented.

Report on the Present Condition of the Jail – Facilities Maintenance, Jail Maintenance, and the Building Department Roosevelt Morris appeared to represent building dept.
Recently repaired HVAC unit; changed some locks due to being old; overall jail is in working conditions
Chair asked if county refurbished building in last 10 years; Morris stated they work on it annually

Jail Population Report/ Overview of the Jail Work Camp – Captain McWhite, Gadsden County Jail Captain McWhite appeared and stated she was the Jail administrator.
Jail is 35 yrs old; challenges they face are salary.
Annual inspection done; has passed inspection in past 4 yrs 100%
Challenges they face: more mental inmates, medical disabilities, more contraband like cellphones, shanks, drugs, overcrowded
Chair asked about jail work camp
asked if has breakdown on misdemeanor charges; McWhite stated she did not have one
Rollins asked about procedures relating to inmates being of harm to themselves; McWhite stated…
Colonel Barkley appeared; Rollins asked about deputies taking inmates to Apalachee
Barkley stated they do not have to arrest; just have to take them to Apalachee
Jacobs asked… violation of probation; McWhite stated
Rollins asked…; Mcwhite stated yes, 3.3 are sentenced felonies

Ms. Murphy appeared to talk about re-entry.
Jacobs asked about average length of stay
Parker asked about rate…; Barkley stated
Judge Garner stated for misdemeanor, they do not have a backlog.
Matthews asked how soon they start re-entry; Barkley stated immediately after entering jail

Overview of the Gadsden County Work Program – Temeka Rollins, Probation Division Manager Rollins appeared and provided overview. She stated Adrienne Boles was present.
Benefits of Work Program:
Program is still available and severely underused

Overview of the Apalachee Mental Health Pretrial Services – Amanda Chandler and Jasmine Queen, Apalachee Center Inc., Director and Associate Director of Residential and Forensic Services Chandler and Queen appeared to provide overview.
Jacobs asked if this has to be court ordered; Queen stated yes
Beville asked who pays for services
Jacobs asked how many participants with this program; Queen stated as many they can get referred.

Future Objectives Rollins stated this was for recommendations to bringing changes to jail
Chair mentioned small houses
Rollins stated they have large population of un-housed people; not much resources for them.
Boles stated this was very important and it should be consistent

Rollins stated July was bad month for them; Chair stated they could look at that and then decide
