Budget Workshop

  Mr. Presnell welcomed everyone to workshop.





  Comparison with 2015 anticipate slight increase, Property Appraiser informed him revenue taxes would be flat; expenditures were reduced; nothing from constitutional officers yet.  Put $50,000 on expenditure side for contingency for Board.


Holt asked amount in reserve-shows $7 Million but actually around $6 Million


Constitutional Officers, Shuttle, Summer Youth jobs; Code Enforcement, Economic Development


Has been conversation around dais about


Holt keep $700,000 for new business


Senior Centers same funding as last year; hoping FAC will step in with lobbying for Medicaid;


Capital Outlay

Roof at Woodham building needs to be replaced and in budget; jail maintenance; vehicle for building inspectors office; Parks-Pat Thomas expansion and St. Hebron’s $60,000; purchase boom mower for public works-$180,000; 1 vehicle for public works; $200,000 for striping roads; hydrants for fire control-$25,000, Sycamore Fire $150,000


V asked if could add money to budget for training for volunteer firemen-will have info at next meeting


Need direction for:


Constitutional officer’s budget requests; AG building finish costs and may need to add cash; park improvements-V more interested in parks and recreation centers and not playgrounds; Non-profits and community organizations.





  Shocked to see request of total of $574,049-listed new requests


V asked for separate list of new requests for next meeting


Holt not opposed to do percentage decreases with constitutional budget and wants report of what they’ve done.  V happy to hear that-need to keep accountability


Jim Brennan, Commander of Post 84 in Havana and said looking for affordable housing-looking to purchase elementary school in Havana-hoped County would help chip in.


v said another force of funding that would benefit sourcing fun.


Brenda said would like to see restroom facilities to be closed in so could be better monitored.


June 1st will receive preliminary departmental budgets


Dr. Temple Robinson appeared before the Board and was available to answer any questions regarding their proposal if any.


V asked if Bond Community Health Center was federally funded and was supposed to be providing services & why asking for more money.  Said received $650,000 to provide services


We Care Network-Devon Merritt and Rosemary appeared before the Board-private charity that coordinates specialty medical care and dental care to low income and uninsured patients-listed services provided to the County-patients referred by primary care providers, Jessie Furlow Center, health department, TMH Family Medicine Quincy & Gadsden County Medical Clinic.


Receive support from Gadsden County health department, United Way in Gadsden  if receive $ from BOCC will give them 18% of their budget and 18% of the people they serve is from Gadsden County


Jan Rogers, Havana, Rotary Club of Quincy and operators of Rotary Youth Camp and provide overnight youth camp for mentally handicapped children-have 3 weekly sessions held at Wallwood, 60% from Gadsden County-1st time requestors and would appreciate financial help


Holt asked about hospitality training for summer youth program-two programs-set up at Carter-Parramore-
